Senior Specialist- Public Finance Management

Position Summary

IPE Global’s Social and Economic Empowerment practice works towards building girl capital, empowering women and nurturing resilient communities by creating inclusive and sustainable solutions including but not limited to policy development, capacity building, adaptive management, community mobilization, behavioral change communication, deepening social safety nets, beneficiary feedback analysis, poverty assessment, and evidence-based monitoring.

IPE Global is hiring a Public Finance Analyst who will be responsible for public finance data analysis support for womens empowerment schemes in India, with a focus on health, nutrition, skilling, social security, employment and livelihood. This role involves compilation, tabulation and analysis of relevant budget data, fiscal gap analysis, and fiscal modelling to enhance efficiency of public budget allocation and effective utilization of allocated resources.

Key Responsibilities

Fiscal Analysis:

• Compilation and tabulation of relevant fiscal and financial data, scheme outcome data from various publicly available sources.
• Conduct detailed budget analysis for womens empowerment interventions, including health, nutrition, skilling, and employment programs.
• Perform fiscal gap analysis to identify funding shortfalls and recommend solutions.
• Conduct diagnostic assessments using tools such as public expenditure reviews and fiscal risk assessments.
• Review fiscal plans, including medium-term budget and expenditure estimates, and suggest changes to improve budget allocation and utilization.
• Analytical support in developing and implementing fiscal models to project financial needs.
• Fiscal space analysis at the national level and for select states to allow budgetary provision for innovative programs for improved nutrition outcomes.

Data Management:

• Ensure accurate and timely data collection, analysis, and reporting for financial aspects of womens empowerment, maternal and child health and nutrition, skilling related schemes from Union and State Budget documents.
• Utilize data to analyze expenditure trends, resource gap analysis, and areas for improvement in financial management at the national, state and local levels.
• As job descriptions cannot be exhaustive, the analyst may be required to undertake other duties as determined by the Senior leadership that are broadly in line with the above key responsibilities.

Qualification & Experience

Essential

• Post graduate degree in Economics, Accounting, Commerce, Financial Management, Public Administration or similar fields.
• At least 5 years of experience in the areas of public sector PFM and budget analysis.
• Strong knowledge of the public financial management system in India and general financial rules.
• Familiarity with the process of budget planning and formulations and budgetary control at the national and state level.
• A good knowledge of the budget implementation processes involved in the release of funds at the national and state level.

Desirable

• Strong understanding of womens empowerment schemes in India, particularly in health, nutrition, skilling, employment and social protection.
