We are seeking a talented individual to join our Operations team at Marsh. This role will be based in Mumbai. This is a hybrid role that has a requirement of working at least three days a week in the office

Senior Director - Insurance Operations

What can you expect?

We are seeking an experienced, strategic leader to oversee our Insurance Surplus Lines Tax, and Insurance Broker Licensing functions in Mumbai. This leader will shape regulatory strategy, ensure compliance, optimize licensing operations, and drive cross-functional collaboration across underwriting, operations, finance, and risk management. The ideal candidate will combine deep regulatory knowledge with strong leadership, policy acumen, and a proven track record of building high-performing teams in a complex, multi-jurisdictional environment.

Facilitates communications across business functions, acts as a point of escalation for non-technology related technical and process enquiries and works to resolves problems to ensure that issues encountered by team members and stakeholders are resolved efficiently.

We will count on you to

Insurance & Regulatory Strategy

  • Develop and execute the enterprise-wide regulatory strategy for all insurance products, including standard admitted and surplus lines.
  • Monitor, interpret, and communicate regulatory developments at federal, state, and international levels; assess impact on business models, product offerings, and pricing.
  • Lead policy advocacy efforts, including coordination with industry associations, regulators, and legislators as appropriate.
  • Establish a proactive regulatory risk management program; define risk appetite, controls, and remediation plans.

Surplus Lines Management

  • Oversee the surplus lines operations in Mumbai, ensuring compliance with all applicable state and international surplus lines statutes, filing requirements, and tax obligations.
  • Collaborate with product, underwriting, and distribution to ensure proper placement of surplus lines business and accurate reporting.
  • Manage license and appointment processes for surplus lines brokers, maintaining readiness for audits and examinations.

Taxation & Tax Compliance

  • Direct all tax-related activities for insurance operations, including premium tax, ad valorem tax, or other regulatory taxes applicable to insurance products and surplus lines.
  • Ensure timely and accurate tax filings, audit readiness, and relationships with tax authorities.
  • Oversee tax policy interpretation, transfer pricing where relevant, and tax risk management for multi-jurisdictional operations.

Broker Licensing & Licensing Compliance

  • Lead the broker licensing team in Mumbai : licensing of individual brokers, agencies, and managing general agents as required.
  • Develop and maintain policies, procedures, and controls for licensing, appointments, renewals, and disciplinary actions.
  • Ensure readiness for regulatory examinations related to broker licensing and implement corrective actions as needed.

Compliance, Ethics & Controls

  • Establish and maintain a comprehensive compliance program, including policies, training, monitoring, and reporting.
  • Promote a culture of ethics, integrity, and regulatory stewardship across the organization.
  • Coordinate with Internal Audit to assess and enhance control environments related to insurance, surplus lines, tax, and licensing.

Data, Reporting & Analytics

  • Define key performance indicators (KPIs) and governance metrics for insurance, surplus lines, tax, and licensing functions.
  • Provide regular reporting to executive leadership and the board on regulatory risk, licensing statuses, tax exposures, and remediation actions.
  • Leverage data analytics to identify process improvements, trend analysis, and proactive regulatory compliance.

People, Process & Technology

  • Build and mentor high-performing teams; create succession plans and foster professional development.
  • Optimize end-to-end processes for efficiency, accuracy, and regulatory readiness.
  • Partner with IT and data teams to implement regulatory technology (RegTech), licensing management systems, and tax reporting platforms.

What you need to have:

  • Bachelor’s degree preferred.
  • A minimum of 15+ years in insurance regulation, tax compliance, and/or licensing operations; experience in surplus lines is highly desirable.
  • Deep knowledge of state and federal insurance regulations, surplus lines requirements, and broker licensing regimes; familiarity with multi-jurisdictional and international frameworks is a plus.
  • Demonstrated leadership of large, cross-functional teams; proven track record in driving change and achieving regulatory compliance under tight deadlines.
  • Strong analytic, negotiation, and problem-solving skills; data-driven decision-making.
  • Excellent communication, presentation, and stakeholder management capabilities.
  • Ability to interact effectively with regulators, auditors, internal executives, and external partners.
  • Experience with regulatory audits, examinations, and enforcement actions
