SECTION I: ROLE SUMMARY (Purpose of the Role)

The Team Lead – QS, Billing & Contract is responsible for managing quantity surveying, billing, and contract administration activities for assigned projects. The role ensures accurate cost control, timely billing, contract compliance, and financial discipline while supporting project delivery and profitability.

SECTION II: KEY RESPONSIBILITIES/ ACCOUNTABILITIES

Financial / Functional Perspective

  • Ensure accurate measurement and billing to safeguard project revenue
  • Support cost control and budget adherence
  • Minimize financial risk through contract compliance
  • Improve cash flow through timely certification and billing

Customer Perspective

  • Coordinate with contractors and consultants for billing and variations
  • Support project teams with cost and contract inputs
  • Maintain transparency with internal stakeholders
  • Ensure dispute-free contract administration

Internal Process Perspective

  • Prepare and certify RA bills and final bills
  • Measure quantities as per drawings and BOQs
  • Administer contracts including variations, claims, and amendments
  • Track project costs and prepare cost reports
  • Support tendering and vendor finalization processes
  • Maintain contract and billing documentation
  • Ensure compliance with contract terms and company policies

Learning & Growth / Developmental Perspective

  • Build expertise in contracts and commercial management
  • Train and guide junior QS and billing staff
  • Improve knowledge of construction cost control practices
  • Drive continuous improvement in billing and contract processes

Minimum Qualifications

  • BE/ B.Tech (Civil) / Diploma in Quantity Surveying preferred

  • English

  • Regional (Desirable)

  • Minimum 10 years in QS, billing, and contract management

  • Strong experience in quantity surveying, contract administration, billing, cost control, and commercial management in construction or real estate projects.

  • Ability toutilizeknowledge of prevailing market rates for materials,manpower/labor, and services to conduct cost benchmarking, assess and pre-empt price fluctuations, negotiate competitive contracts and ensure project cost efficiency while adhering to project specifications and budget for effective financial planning and execution
  • Ability toutilizeknowledge of material specifications as per contract requirements to calculate quantity indices and reconcile quantities as perrequirement, ensuringprecise estimation and control of quantifications within the limits of Accepted Quantities Estimates (ACE).
  • Ability to systematically compare, verify, and align records, data sets, or transactions (material usage / incoming material checks as per specified codes / material stock and consumption / supplier invoices / contractor bills / customer invoices / advances and deposits etc. as applicable) across different systems or sources to identify discrepancies, resolve errors, and ensure data integrity and consistency for accurate reporting and compliance with standards
  • Ability to understand status of project delivery and apply knowledge of utilizing relevant software to accurately prepare and process invoices and bills for customers and contractors by ensuring all availed/ rendered services, materials, and contractual terms are correctly documented and appropriate tax rates are applied, while coordinating with finance teams to ensure timely payments are pursued with clients
  • Ability to apply knowledge of existing performance criteria (cost, timelines, quality, past records etc.) and market pricing to evaluate and determine the most accurate and cost-effective rates for resources (manpower, materials, equipment, etc.) and services acquired through vendors, ensuring the chosen rates align with the budget and goals
  • Ability to understand, interpret, and apply L&T’sinternal Procure ? to ? Pay (P2P) guidelines across all procurement ? related activities, ensuring that sourcing, evaluation, onboarding, contracting, approvals, documentation, and payments are executed strictly in line with organizational policies and controls.
