Job title: VP Financial Crime, CIB Growth Initiatives

  • The Financial Crime (FC) Function is a Second line of defence (LOD) function that includes Risk Stewards who are independent of the commercial risk-taking activities undertaken by the Groups businesses (also referred to as the First LOD or FLOD). The FC Function also operates a set of critical controls on behalf of the FLOD by harnessing intelligence, analytics, technology, detection and investigation. The Risk Stewards are responsible for reviewing and challenging all the activities of the FLOD to ensure that, as Risk Owners, they effectively manage the FC risk inherent in, or arising from, the conduct of their activities and for which they are responsible. FC risk is a non-financial risk that includes fraud, money laundering, bribery and corruption, sanctions violations, terrorist financing, proliferation financing, export control violations and tax evasion. The FC Function operates in accordance with HSBC Groups Risk Management Framework (RMF).
  • The VP Financial Crime, CIB Growth Initiatives is responsible for ensuring the effective identification, management and mitigation of FC risks in relation to new customer types, new products and new Corporate and Institutional Banking (CIB) initiatives that may introduce new financial crime risk into the Bank. Responsibilities for the role include, but are not limited to:
  • Understanding and assessing whether new customers, products, or other services are within the CIB risk appetite and policies and modifications required to manage new FC risk.
  • Provide financial crime risk stewardship for new customers and products that are considered in CIB governance forums to include, but not limited to, Risk Management Meetings and Reputational Risk and Client Selection Committees (RRCSC). The role holder would be responsible for preparing and reviewing materials related to these governance forums.
  • To ensure second line governance of financial crime risk exposure, providing analysis, reporting and governance that is independent of the First LOD, thereby maintaining an objective assessment of risk exposure in IMM and Innovation Banking. This Risk Stewardship would cover both customer and transactional risk stewardship.
  • Exercise risk steward challenge, act as independent trusted advisory in governance forums, issue management, fostering a compliance culture and optimizing relations with risk owners and control owners.
  • Support the representation of the financial crime risk agenda through senior governance forums to report on progress and issues in relation to the operational effectiveness of HSBC’s policies, processes, systems and controls in countering financial crime.
  • Support delivery of strategic and tactical initiatives to determine: thematic issues, weaknesses in country compliance capability and capacity, emerging risks and issues in the business, thematic issues with policy design, implementation and/or interpretation.
  • Foster strong partnership with key stakeholders within the CIB Chief Commercial Office and the broader Financial Crime and Risk & Compliance departments to provide advice on new customers and product development.

In This Role, You Will

  • Ensure proactive approach is taken to the implementation of any changes in the financial crime risk requirements for CIB Growth Initiatives. Continuous review and assessment for appropriateness of the control framework to monitor financial crime risk developments impacting CIB Growth Initiatives.
  • Support the development and implementation of programmes to quantify impacts and implement actions to address, manage and mitigate impacts of financial crime related regulatory changes across CIB Growth Initiatives. Liaise with relevant stakeholders to provide expertise and support on all financial crime related matters.
  • Ensure appropriate timely and relevant risk information is provided to management and appropriate governance forums. Develop and maintain a strong and professional working relationship with Risk and Audit at Business, Group and Entity levels.
  • Maintain and develop positive and professional working relationships with senior business leaders, Risk and Compliance colleagues and FC Risk Stewards at Group and Market / Entity level. Work effectively as part of a team, taking the lead where appropriate and contributing to team output and collaboration.
  • Foster a learning agile culture, promoting proactive review of lessons learned and share best practice with entities and globally. Support an inclusive environment that supports diversity and reflects the HSBC brand. Ensures effective and open communication, team building, knowledge sharing, coaching and mentoring not only within the function but to the broader organisation.
  • Ensure all GSM, FIMs, BIMs and dispensations, etc. are updated for changes in Regulation and impacts on business. Resolve any/all identified issues promptly, and escalate concerns to management as appropriate to ensure timely awareness of any material concerns.
  • Maintain and observe all HSBC control standards and implement and observe the Group FC Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators.
  • Maintain awareness of operational risk within assigned portfolio and minimise the likelihood of it occurring including its identification, assessment, mitigation and control, loss identification and reporting.
