Job Overview:

Qualcomm Global Accounting Operations team is looking for a high-impact People & Organizational Strategy Manager to join the Office of the GAOC Site Lead. This role is the Site Leads strategic and operational partner owning the site leadership operating system, driving alignment across priorities, and ensuring decisions translate into crisp execution. This role serves as an extension of the Site Lead: shaping narratives for senior leaders, facilitating key decisions, proactively identifying risks and trade-offs, and leading cross-functional initiatives that increase organizational effectiveness across GAOC.

This Role Is Based In India And Partners With GAOC Leaders Across Geographies And Functions. People & Organizational Strategy Manager runs The Sites Executive Cadence (planning, Governance, Communications, And Follow-through), Amplifies The Site Leads Impact Through High-quality Decision Support, And Leads Select GAOC-wide Initiatives. The Role Requires Strong Judgment, Discretion, And The Ability To Operate Effectively In Ambiguity. Key Expectations Include:

Strategy, Prioritization & Decision Support

  • Partner with the Site Lead to define and maintain an integrated view of site priorities; translate objectives into a clear roadmap with success metrics and an executable operating plan.
  • Drive decision-making: frame problems, surface trade-offs, synthesize inputs, and bring forward options and recommendations; ensure decisions are documented and communicated.
  • Produce executive-ready narratives for leadership forums: briefs, talking points, memos, and pre-reads that clarify context, decisions needed, and implications.
  • Own the leadership insight pipeline: maintain a small set of meaningful metrics/dashboards, identify patterns, and proactively flag execution bottlenecks, organizational risks, and opportunities for simplification and scale.
  • Serve as a trusted advisor and escalation path for complex cross-team issues; facilitate alignment, resolve conflicts, and drive timely closure on high-impact open items.
  • Build and maintain a stakeholder map across GAOC and partner organizations; ensure the right leaders are engaged at the right time and that messaging and expectations stay aligned.
  • Identify, scope, and lead high-priority initiatives on behalf of the Site Lead (operating model, process simplification, automation, engagement) from concept through measurable impact.
  • Represent the Site Lead in selected meetings/forums as delegated; capture outcomes, negotiate next steps, and ensure follow-through on commitments.


Executive Operating Cadence & Execution Discipline

  • Establish and run the site leadership cadence (staff meetings, leadership reviews, business rhythms), including agenda planning, pre-reads, facilitation support, notes, action/decision logs, and closure tracking.
  • Drive end-to-end execution across site priorities and cross-functional programs: define workplans, milestones, dependencies, and ownership; remove friction and ensure predictable delivery.
  • Run program governance for top initiatives like AI in Finance : maintain risk/issue registers, dependency tracking, decision records, and escalation mechanisms; unblock execution through stakeholder alignment.
    • Ensure progress on the projects and periodic review with stakeholders
    • Eliminate or escalate any bottlenecks potentially impacting timelines
    • Follow the Agile methodology
    • Plan and Participate in trainings to encourage Self Service projects
    • Contribute to the preparation of training plans and topics
    • Regular and frequent updates to global stakeholders on progress
  • Manage communication and updates to leadership around all the initiatives in GAOC
  • Lead select identified group of initiatives as Project manager for the AI initiatives for GAOC

Executive Communications & Stakeholder Management

  • Own the communications rhythm for the Site Lead and GAOC site: draft announcements, updates, FAQs, and narratives that improve clarity, alignment, and adoption.
  • Produce leadership-ready updates (weekly/monthly, MBR/QBR materials): progress vs. priorities, key insights, risks/issues, decisions needed, and stakeholder asks.
  • Manage stakeholder expectations across geographies and functions; ensure timely escalations, crisp alignment on ownership, and fast resolution of misalignment.


Organizational Planning, Talent Enablement & Site Effectiveness

  • Ideate, implement and monitor all employee engagement initiatives with a road map for next 3 years for the site lead and propose and make changes to help upskill the team to the next level of maturity curve
  • Design and run a structured employee listening mechanism (pulse surveys, focus groups, skip-level forums) to identify engagement drivers, track themes over time, and convert feedback into visible action plans with accountable owners.
  • Build and scale site-wide recognition programs that celebrate individual and team contributions, reinforce desired behaviors, and strengthen connection to GAOC priorities and values.
  • Create and execute a year-round engagement calendar including town halls, culture-building events, volunteer opportunities, wellness initiatives, and community-building activities that improve belonging and site identity.
  • Partner with people managers and HR to equip leaders with practical engagement playbooks, manager toolkits, and action-planning support that improve team health, retention, and day-to-day employee experience.
  • Define engagement success measures and regularly review participation, sentiment, retention indicators, and program outcomes with leadership to refine initiatives and maximize impact over time.
  • Support strategic planning cycles (annual/quarterly planning) by driving timelines, consolidating inputs, validating assumptions, and synthesizing trade-offs for leadership decisions.
  • Partner with Finance/HR and functional leaders on headcount and budget planning (where applicable): track allocations, surface gaps, and support prioritization and resource trade-offs.
  • Establish and continuously improve onboarding and role-readiness mechanisms for the site (as applicable), partnering with HR/People Ops and functional leaders.
  • Ideate, implement and monitor the training and hiring programs for the site lead and propose and make changes to help upskill the team to the next level.


Additional Responsibilities

  • Create and maintain a central repository of site/GAOC processes, playbooks, onboarding materials, and recurring updates to reduce single points of failure and improve scale.
  • Drive execution discipline across teams by establishing simple standards for planning, reporting, and action tracking; coach partners on using these mechanisms effectively.
  • Lead cross-functional forums/working groups for site and GAOC-wide initiatives; ensure clarity on ownership, timelines, interlocks, and decisions.
  • Manage content hygiene for internal channels/portals as applicable (news, announcements, FAQs, calendars) so information is current, accurate, and easy to find.
  • For major rollouts, coordinate readiness and adoption (stakeholder alignment, communications, enablement logistics, feedback loops) to ensure smooth implementation and measurable outcomes.


Minimum Qualifications

  • 10+ years of experience in Business Operations, Strategy & Operations, Program Management, Consulting, or equivalent roles in a global, matrixed environment.
  • Proven track record driving complex, cross-functional priorities end-to-end including operating cadence, governance, risk management, and measurable delivery.
  • Demonstrated ability to operate as a trusted advisor to senior leaders with strong judgment, discretion, and the ability to influence without authority.
  • Excellent executive communication and synthesis skills (written and verbal), including creating decision memos, briefs, and leadership-ready narratives.
  • Strong prioritization, organizational, and stakeholder management skills; ability to manage multiple workstreams, ambiguity, and tight timelines with high attention to detail.
  • Preferred Qualifications
    • Prior experience in an Office of a Leader / Chief of Staff role supporting a senior leader and/or leadership team.
    • Experience building executive operating cadences and governance (staff meetings, MBR/QBR, KPI dashboards, action/decision logs) and facilitating senior-level decision-making.
    • Strong change leadership capability driving alignment through communications, enablement, and stakeholder management across geographies.
    • Experience supporting planning and resource prioritization (headcount/budget inputs, portfolio trade-offs) and driving alignment on outcomes.
    • Experience working effectively with teams across the Americas/Europe and India (or similar multi-region operating models).
    • Experience designing and executing enablement mechanisms (onboarding, playbooks, role readiness) and managing communications to broad audiences.

Educational Requirements

  • Bachelors / Master’s in arts / Science / Engineering from a reputed College / University


Optional:

  • MBA
  • Project / Program Management Certification (PMP, PRINCE2, Agile, or equivalent)
  • Change Management Certification (Prosci or equivalent) – beneficial


Minimum Qualifications:

  • Bachelors degree.
  • 7+ years of Finance, Accounting, or related work experience.
  • Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.
