Role Overview

The DAS / POTS / Billing Analyst is responsible for managing cellular distributed antenna systems (DAS), legacy plain old telephone service (POTS) line inventories, and telecom financial operations. This role combines technical oversight of in-building coverage and legacy copper lines with rigorous telecom expense management (TEM), performing line audits, invoice reconciliations, and cost optimization while ensuring high platform uptime and strict SLA adherence.

Key Responsibilities

• Billing Analysis & TEM Oversight: Perform monthly audit and reconciliation of carrier invoices (cellular, POTS, circuits), identifying billing errors, unauthorized charges, and negotiating credits/refunds with service providers.
• POTS & DAS Inventory Management: Maintain a precise global inventory of active DAS nodes, cellular repeaters, and POTS lines (e.g., life-safety, elevator, fire alarm, out-of-band management), tracking circuit IDs and lifecycle status.
• Circuit Triage & Decommissioning: Drive cost-reduction initiatives by identifying unused or redundant POTS lines, facilitating migrations to modern alternatives (cellular POTS replacement gateways, VoIP), and managing disconnect requests.
• Vendor & Carrier Management: Serve as the primary liaison between commercial real estate teams, telecom carriers, and vendor partners to resolve billing disputes, review contract rates, and enforce service delivery SLAs.
• Reporting & Compliance: Generate monthly telecom spend dashboards, usage trend reports, and cost-allocation models to support IT leadership, finance teams, and audit requirements.

Required Skills & Qualifications

• Telecom Financial & Billing Expertise: Deep understanding of carrier billing formats (CSRs, COSBs, USOC codes), Telecom Expense Management (TEM) platforms, contract structures, and dispute resolution processes.
• Technical Telephony Knowledge: Working knowledge of Distributed Antenna Systems (DAS), small cells, cellular boosters, analog copper lines (POTS/PSTN), FXS/FXO interfaces, and POTS-over-LTE replacement solutions.
• Data Analysis & Tool Proficiency: Advanced proficiency in Microsoft Excel (VLOOKUP, Pivot Tables, data modeling) and familiarity with ticketing systems like ServiceNow or Jira.
• Networking Fundamentals: General understanding of OSI layers, TCP/IP, cellular frequency bands, and basic circuit routing.
• Communication & Negotiation: Strong written and verbal English communication skills for collaborating with vendor billing departments, internal finance teams, and real estate managers.
• Education: Bachelor’s degree in Business Administration, Finance, Information Systems, Telecommunications, or equivalent practical experience.
• Experience: 3–5 years of experience in telecom billing analysis, inventory management, or enterprise telecom administration.
• Certifications (Preferred): Certified Telecom Financial Analyst (CTFA), ITIL v4 Foundation, or relevant telecom asset management certifications.
