Overall Purpose of The Job
The Technical Compliance Specialist is responsible for supporting the effective monitoring of technical compliance across managed vessels within the Operations Support Centre (OSC).
The role ensures vessels maintain high standards of technical reliability, preventive maintenance, and regulatory compliance through structured monitoring of defects, maintenance routines, inspection findings, vessel certification, and technical reporting. In addition to compliance oversight, the role supports ship management teams in coordinating key class surveys, statutory services, and class-related compliance matters to ensure vessels remain fully compliant with classification society requirements, statutory regulations, and company standards.
Through proactive monitoring, analysis, and coordination with ship management teams, the Technical Compliance Specialist contributes to maintaining fleet technical readiness and reducing operational and regulatory risks.
Key Responsibilities And Tasks
Technical Compliance Monitoring
Monitor defect management across assigned vessels and highlight critical or overdue defects to the Ship Management team for timely resolution.
Monitor compliance with critical spare parts requirements to ensure vessel reliability and operational readiness.
Monitor adherence to critical planned maintenance routines and ensure timely execution onboard.
Conduct oversight of routine planned maintenance activities to ensure maintenance schedules are followed.
Inspection & Findings Monitoring
Monitor Vessel Inspection Reports (VIR) and track progress on corrective actions.
Monitor findings raised by Inspection Managers and ensure timely follow-up and closure.
Identify overdue or recurring findings and escalate where required.
Certification & Regulatory Compliance
Monitor the validity and compliance status of vessel trading certificates.
Monitor PMS-related certification to ensure system compliance with company and statutory requirements.
Track and monitor outstanding Conditions of Class (CoC) and support timely closure.
Survey & Class Compliance Coordination
In addition to monitoring responsibilities, the Technical Compliance Specialist supports ship management teams in coordinating key class and statutory compliance activities, including:
Supporting the planning and coordination of Class Annual Surveys.
Assisting with the planning and arrangement of Underwater Inspections (UWI).
Assisting in the application and follow-up of Conditions of Class (CoC) and dispensation requests where required.
Supporting the planning and coordination of statutory services and inspections to ensure vessels maintain regulatory compliance.
Technical Monitoring & Analysis
Monitor and review Fuel Oil Analysis reports and highlight abnormal trends where identified.
Monitor and review Lube Oil Analysis reports and escalate potential technical risks.
Monitor annual sample analysis for systems including Ballast Water, OWS, Sewage Treatment Plant, Potable Water, and Scrubber Water (EGCS).
Technical Documentation & Reporting
Review Technical Month-End Returns submitted by vessels to ensure completeness and accuracy.
Review and circulate the Monthly Lube Oil (LO) Report to Accounts (TECH 06) in a timely manner.
Maintain accurate technical compliance records within company systems.
Compliance Oversight & Verification
Conduct random reviews of Bunker Plans to verify compliance with company procedures.
Conduct random reviews of Oil Record Book (Part I) entries to ensure proper documentation and regulatory compliance.
Systems, Risk & Escalation
Utilize company systems including ShipSure, Technical Dashboards, Operational Risk Analysers, and VVP to monitor vessel compliance and identify potential technical risks.
Escalate critical technical compliance gaps or statutory issues that may impact vessel safety, inspection outcomes, or regulatory compliance.
Maintain records of monitoring activities and follow-up actions.
Continuous Improvement
Support initiatives aimed at improving technical compliance, vessel reliability, and operational performance within the OSC.
Promote consistent adherence to company procedures and technical standards across vessels.
Additional Skills for Survey & Class Compliance Coordination (Specialist supporting AFSI Task)
Understanding of classification society survey cycles and statutory service requirements.
Ability to coordinate with classification societies, surveyors, service providers, and ship management teams.
Experience in tracking and planning vessel surveys, statutory inspections, and class compliance matters.
Strong follow-up and documentation discipline to ensure timely closure of Conditions of Class (CoC) and survey-related actions.

Essential
Relevant maritime technical or marine background with experience in ship operations, marine engineering, or technical fleet management with more than 2 years of experience.
Strong understanding of planned maintenance systems (PMS) and vessel technical management processes.
Familiarity with statutory, class, and regulatory requirements related to vessel operations.
Ability to analyse technical reports and identify potential compliance gaps or operational risks.
Strong organisational skills with the ability to manage multiple monitoring tasks simultaneously.
Effective communication and coordination skills when working with ship management teams and internal stakeholders.
Proficiency in MS Office applications and technical reporting systems.
Desirable
Sailing experience as a Marine Engineer (Class 3 COC & above) or Deck Officers (2nd Officer & above) with more than 1 year of experience.
Prior experience in technical compliance monitoring, fleet technical support, or technical management offices.
Familiarity with ShipSure or similar fleet management systems.
Experience supporting class surveys, statutory inspections, and technical audits.
