The Head of Legal is a new senior appointment for the Flynn Group reporting directly to the Chief Commercial Officer
LOCATION: Office-based, Dublin
REPORTING TO: Chief Commercial Officer
ROLE LEVEL: Senior Leadership/Group Function Lead
Purpose of Role
The Head of Legal will lead the contractual and legal function of the Group, overseeing all Group legal matters, including those related to construction operations, corporate governance, and regulatory compliance. This strategic role involves assessing and managing legal risk, negotiating contracts, resolving disputes, and advising senior leadership on legal implications of business decisions. The successful candidate will have deep expertise in Irish construction law, including drafting and negotiating commercial contracts, the relevant regulatory frameworks that the Group operates under and other areas of legal practice relevant to an international construction company. The ideal candidate will work closely with management, internal teams and the Group’s external legal counsel to protect and advance the Group’s key commercial interests.
Role Responsibilities
Legal Strategy & Compliance
Develop and implement legal frameworks to support construction and corporate operations.
Drive improvements in systems, policies, and procedures, using the latest contractual and legal precedents, AI and best practices.
Ensure compliance with Irish construction law, health & safety regulations, procurement rules, and environmental legislation.
Monitor upcoming legislative changes and advise on their impact on the business.
Provide ongoing legal support to the Flynn board, its executive team, senior managers, and project teams.
Contract Management & Negotiation
Draft, review, and negotiate construction contracts, subcontracts, joint ventures, and supplier agreements.
Create easy-to-use templates and navigation tools for the principal construction contracts used by the Group so as to enable the relevant individuals to negotiate and settle those contracts
Provide legal oversight on tendering processes and procurement documentation.
Ensure contracts mitigate risk as far as practicable and align with commercial objectives and the agreed risk appetite of the Group.
Ensure the Group has in place all policies required by law or regulation
Develop and implement contract review and governance processes.
Lead, where necessary, project contract handovers to ensure the project teams understand the requirements of the construction contract being assumed, with appropriate focus on risk and opportunity management and their proper administration.
Dispute Resolution & Litigation
Advise, manage and resolve disputes, including delays, breaches, and non-performance.
Represent the Group in arbitration, mediation, and litigation.
Liaise with and manage external legal counsel, including annual budgets and outputs
Advise on claims, both as plaintiff and defendant, with the supply chain.
Corporate Governance & Risk Management
Advise on corporate governance and ensure adherence to legal and ethical standards.
Conduct legal risk assessments and develop internal compliance programmes
Support board and executive decision-making with legal insights.
Act as the first point of contact for contract interpretation, risk identification and dispute avoidance
Develop robust contract administration procedures to optimise protection and opportunity.
Leadership & Training
Lead and mentor the commercial team in relation to legal and contractual matters.
Deliver legal training for commercial and operational teams.
Foster a culture of compliance and proactive risk management. Promote legal, compliance, and risk management best practices.
Lead and support legal initiatives, commercial awareness, and policy implementation across jurisdictions.
Work with management to build a culture of trust, respect, fairness, diversity, inclusion, wellbeing, and engagement.
Use coaching to drive continuous improvement in contractual understanding, administration, and risk management.
The Candidate
Qualified solicitor with a practising certificate in Ireland.
Minimum 7 years’ post-qualification experience, ideally in construction or infrastructure sectors.
Strong knowledge of Irish contract law, construction law, and dispute resolution.
Experience managing high-value contracts and legal negotiations.
Proven leadership and team management skills.
Strategic legal thinking and commercial acumen.
Strong negotiation and conflict resolution skills.
Excellent communication and advisory capabilities.
Ability to work under pressure and manage multiple simultaneous priorities.
Strong attention to detail, with excellent administration and computer skills.
Commercial and creative approach to resolving legal issues
Organised, professional, flexible, energetic and self-motivated.
