Proposal Manager

Qualification: B.E / B. Tech – Any Engineering, Preferably Mechanical or Chemical

Work Experience: 10-15 years

Job Purpose

Ensure management of commercial bids in order to optimize success in contracts awarding and maximizing Saipem commercial results

Roles & Responsibilities

• Develop the Proposal Plan
• Organize and hold the proposal kick-off meeting
• Define the bid cost structure, with the support of the Estimator
• Manage the interfaces with Partners and Client
• Ensure definition of the scope of work of each party involved in the bid
• Analyze Contract requirements and conditions
• Ensure definition of the cost estimates developed by the Estimator
• Approve the cost estimate of internally performed activities developed by the Estimator and based on the evaluations made by the other technical/procurement departments (engineering, procurement, etc.)
• Approve the preliminary project cash flow developed by the Estimator
• Ensure the definition of project organization, overall project schedule, overall execution plan, overall resource plan
• Ensure the integration of proposal packages prepared by the individual Operating Companies and Proposal Partners (if any) and reconcile possible discrepancies (for Onshore Project)
• Ensure the preparation of Cost Closure Reports
• Ensure the submittal of the Proposal to the Client
• Manage the post-bid clarification phase with the Client
• Lead the negotiations with clients to reach an agreement on the outstanding pricing, commercial, contractual and technical aspects of the Proposal and in the formalization of contracts
• Prepare the Proposal Close-out Report
• Prepare the Project Architecture
• Ensure that Risks Analysis is performed with the definition of the risk register through the Risks and Opportunity methodology application
