Role description:
The State Manager will be responsible for managing end-to-end activities of the Independent Engineer (IE) scope under BharatNet Phase 3 in the assigned state, ensuring compliance with BSNL/USOF requirements, coordinating with Project Implementation Agencies (PIAs), and driving timely validation, testing, inspection, and reporting of all network infrastructure and services.
Role accountabilities:
- Project Oversight & Coordination
- Oversee all IE activities across blocks and districts within the assigned state during both implementation and O&M phases.
- Coordinate with PIA, BSNL circle office, and internal teams for surveys, testing, certification, acceptance, and maintenance audits.
- Ensure smooth transition from deployment to the O&M phase with proper documentation and handover.
- Technical Validation & Field Audit
- Lead review and validation of survey reports, network designs (HLD/LLD), BoQs, ABDs, and GIS mapping.
- Ensure thorough inspections of OFC laying, active/passive equipment installation, and NOC integration.
- Conduct quality audits for field works and ensure that construction and O&M follow prescribed engineering practices and standards.
- O&M Monitoring & SLA Compliance
- Regularly monitor the performance of the deployed network to ensure compliance with Service Level Agreements (SLAs) and Quality of Service (QoS) parameters.
- Verify and validate reports on uptime/downtime, FRT (Fault Repair Team) deployment, fiber cuts, and equipment replacements.
- Support BSNL in assessment of penalties for SLA violations and help in calculating quarterly performance-based payments.
- Inventory & Documentation Management
- Supervise the reconciliation of physical and digital inventories, including OFC lengths, equipment installed, and NOC visibility.
- Validate measurement books, AT reports, OTDR/LSPM test logs, GIS data, and NMS dashboards as per defined schedules.
- Ensure that O&M activities, issues, and field interventions are documented and mapped in the PM tool and C-NOC.
- Team Leadership
- Supervise and guide the on-ground inspection and audit teams (Team Leads, NOC experts, GIS/PM tool experts, etc.).
- Drive performance monitoring, task allocation, and ensure field documentation is maintained as per standards.
- Compliance & Reporting
- Ensure all IE deliverables (certifications, test reports, invoices) are submitted on time.
- Track KPIs, fiber cut logs, FRT performance, and support quarterly audits and payment processing.
- Maintain state-level MIS and progress dashboards for internal and client review.
- Certifications & Invoice Processing
- Certify invoices raised by the PIA for construction and O&M phases based on milestone achievements and performance metrics.
- Coordinate with Project Director and finance teams for approval and disbursement processing.
- Stakeholder Engagement
- Represent the IE team in meetings with BSNL, PIAs, and PMA; share progress updates and flag project risks or non-compliance issues.
- Participate in Dispute Resolution Committees (DRC) as and when required.
Qualifications & Experience:
- Experience:
- Minimum 8–10 years of experience in large-scale telecom or infrastructure projects.
- Experience in OFC laying, passive & active network audit, GIS mapping, or NOC operations preferred.
- Skills:
- Strong knowledge of OFC network design, testing protocols (OTDR, LSPM), and quality assurance.
- Familiarity with government-led telecom projects, especially BharatNet, is desirable.
- Proficient in PM tools, MS Excel, report writing, and stakeholder communication.
- Leadership, problem-solving, and ability to manage field teams across districts.
