Purpose

The demand for high quality health economics and outcomes research (HEOR) and real-world evidence (RWE) to support drug development, health technology assessment/access decisions, product differentiation, and clinical decision making continues to increase. The purpose of the Lilly Value, Evidence, and Outcomes (HEOR) team is to accelerate equitable patient access and transform healthcare delivery through the execution and communication of bold, high impact science.

The Consultant / Senior Consultant (PM) is a leadership role responsible for representing an asset’s operational plan in alignment with the HORP (Health Outcomes Research Plan) providing project, program and portfolio management support. The Project Management Consultant / Senior Consultant plays a critical role enabling planning and execution of the HEOR project portfolio collaborating with numerous business partners (functional and cross-functional, e.g., core team leaders, scientists, cross-functional business partners, leadership, etc.) for given compounds/PLIs and multi-molecule/non-molecule efforts to deliver the portfolio on time, on budget and in compliance.

Strategy and Integrated Plan Development

  • Collaborate with HEOR core team leaders/single point of contact to ensure alignment of HEOR deliverables with the HORPs (Health Outcomes Research Plan) and broader molecule/PLI strategy, scope and corporate priorities.
  • Ensure there is a change management process in place on the teams to manage scope and facilitate the change management process. Ensure proposed changes to research plan/tactics are in alignment with the approved molecule/PLI budget.
  • Provide or drive immediate and accurate communication of key decisions/results/issues that have team, asset, and/or organizational impact. Partner with core team leaders/single point of contact to provide strategic and tactical updates to HEOR Operations Steering Team as needed.
  • Facilitate the TA/BU and functional annual business planning and quarterly forecasting process ensuring portfolio alignment. Drive development of an integrated compound/PLI budget utilizing appropriate tools that aligns team, functional, and geographic resources (FTE’s and funding) always keeping a minimum of 8 quarters in planning horizon.


Execution

  • Partners with scientists, leadership and business partners (e.g. external sourcing, procurement, finance, capacity planning, business operations, etc.) across the function, Business Units to facilitate execution of HEOR projects on time, on budget, within scope and in compliance.
  • Provide support to scientific staff to enable project contracting including guidance and support of HEOR TPO assessment process as needed.
  • Track projects and associated budgets and milestones from initiation through project close-out; monitor and drive conformance to plan ensuring quality and compliance deliverables are met. Has line of sight to all projects in collaboration with core team leaders.
  • Facilitate changes to research plan/tactics in alignment with the approved molecule/PLI budget and functional change management process. Responsible for capturing and communicating variance explanations and answering specific budget questions from business partners.
  • Deliver cross-functional results through people utilizing project management, influence and communication skills rather than direct or positional authority.
  • Report on project, program and portfolio progress. This includes managing ongoing meetings and communicating with scientific staff as well as functional leadership.
  • Lead HEOR critical chain pre-work and represent HEOR in critical chain network builds to incorporate project plan/activities for assigned molecule/indication (and potentially other assets in the portfolio). Ensure alignment on responsibilities for updating progress on critical chain schedules.


Application/Improvement of Processes (Shared Learning)

  • Play a leadership role as a resource to the business regarding shared learning, process improvement, and identification of special/complex needs as they pertain to their primary responsibilities.
  • Lead and or participate as SME (subject matter expert) in processes improvement efforts to improve HEOR’s project management and business processes including six sigma projects, critical chain efforts and special initiatives.
  • Liaise with other Project Management groups to identify, share and incorporate best practices cross-functionally and identify, share, and incorporate best practices into future iterations of processes, tools, training, or guidance.
  • Lead retrospective project/process review meetings (i.e. after-action reviews) to identify issues and strengths and help capture learning. Assure that shared learning is placed on shared learning databases and/or other appropriate locations for easy access.

Minimum Qualification Requirements

  • Bachelors degree in pharma or science OR Master’s degree in pharma or science OR MBA with at least 7 –10 years of working experience in the field of Project Management will be preferred
  • Applied knowledge of project management tools and processes (e.g., management of integration scope, time, cost, quality, human resources, communications, risk and procurement as defined by Project Management Body of Knowledge).
  • Strong computer skills; skilled at using Word, Excel, PowerPoint, and Microsoft Project.
  • Strong comprehension and communication skills including the ability to translate and disseminate complex scientific information in a clear and concise manner
  • Excellent written and verbal communication skills
  • Demonstrated ability to influence and collaborate within and across teams
  • Practical experience performing project management for a cross-functional project.
  • Consistent demonstration of the performance management leadership behaviors.
  • Strong problem-solving skills: able to recognize problems, diagnose root causes and take corrective action to prevent recurrence within the team.
  • Excellent self-management and organizational skills; able to manage workload, set personal and team priorities and adjust as needed.
  • Strong interpersonal and teambuilding skills; able to develop effective teamwork between team members with diverse interpersonal styles; able to deliver effective coaching and feedback.


Other Information/Additional Preferences

  • Preferred to have basic HEOR technical knowledge
  • Previous experience with or knowledge of drug development processes in specific therapeutic area(s)
  • Higher degrees or certifications (e.g., masters in project management or PMP certification)
  • Critical chain project management certification or experience with application of critical chain project management principles
  • Previous experience with or knowledge of Planisware/Business Costing Model (BCM), SAP and Salesforce
  • Six sigma green belt or black belt experience
  • Knowledge of Lilly Quality Systems (SQS, LQS, MQS) including HEOR specific procedures, references, job aids etc.
