Job Description
Job Purpose:
The Regulatory Affairs Officer will be responsible for managing and ensuring compliance with all
applicable laws, regulations, policies, and tariff orders governing solar, wind, and hybrid renewable
energy projects in India, with a primary focus on Gujarat. The role involves proactive monitoring of
regulatory developments, securing all required licenses and permits on time, and serving as a key
liaison with government and regulatory authorities.
Key Responsibilities
- Regulatory Monitoring & Analysis
- Continuously track and analyse new and evolving policies, regulations, tariff orders, grid
codes, and standards issued by central authorities (e.g., MoP, MNRE, CEA, CERC) and state
bodies (e.g., SERCs, SPCBs, DISCOMs).
- Assess the impact of regulatory changes on existing projects and the development pipeline.
- Prepare concise briefs and reports on regulatory developments for management and internal
stakeholders.
- Permits, Licenses & Approvals (Project Lifecycle)
- Manage the complete process of obtaining statutory approvals, licenses, and permits for solar,
Wind, And Hybrid Projects, Including But Not Limited To
- Land conversion/acquisition clearances.
- Environmental & forest clearances (where applicable).
- Grid connectivity approvals from CTU/STU and DISCOMs.
- CEA and Electrical Inspectorate clearances.
- Licenses mandated under central and state acts for power generation.
- Ensure accurate, timely, and comprehensive submission of applications and supporting
documentation.
- Track progress and proactively coordinate with authorities to expedite approvals.
- Compliance & Risk Management
- Ensure compliance with statutory requirements, environmental norms, safety standards, and
industry codes for operational plants.
- Identify regulatory risks for ongoing and upcoming projects, and recommend mitigation
strategies.
- Maintain a central repository of all regulatory approvals, documentation, and
correspondence.
- Liaison & Advocacy
- Build and maintain effective relationships with officials from regulatory authorities,
government departments like GEDA, GERC, GETCO, CEIG, PGCVL State Regulatory
commissions, CEI, MNRE, MoP, CTU, STU, DISCOMs, SPCBs, Land Departments), and industry
associations.
- Represent the company in regulatory hearings, stakeholder consultations, and meetings as
required.
- Support the legal team in drafting responses to regulatory queries, petitions, and policy
consultations.
- Internal Guidance & Support
- Provide expert regulatory advice to internal teams including Project Development,
Engineering, Project Management, Legal, and Finance.
- Conduct training sessions for internal stakeholders on regulatory updates and compliance
requirements.
Requirements
Qualification:
- B.Tech -Electrical , Environmental Science, Public Policy, Energy Law/Policy, or an MBA, is a
distinct advantage.
- Experience - Min 5-7 years of direct experience in regulatory affairs, policy analysis, or
compliance management within the power sector, specifically with a focus on renewable
energy (solar, wind, or hybrid projects), Fair Technical Knowledge on Power evacuation from
solar / Wind
- In-depth knowledge of Indias electricity laws, regulatory frameworks (Electricity Act, 2003),
energy policies, and environmental regulations at both central and state (Gujarat is
mandatory) levels .
- Familiarity with tariff determination processes and grid codes (IEGC, state-specific grid
codes).
- Strong communication (written and verbal), negotiation, and interpersonal skills for effective
liaison with authorities and internal stakeholders.
